    In Norfolk & Western's East Roanoke Shops, night foreman W. P. Isabell, hands clasped behind him, watches two cranes move the boiler, high-pressure engine & drive wheels of Y6 #2180 into position on top of the low-pressure engine & drive wheels. This procedure was know as "wheeling" and was part of the major overhaul all steam locomotives underwent at least every five years.
